This two day training will include presentations by Melissa Scaia who is the Director of International Training for Global Rights for Women and is an expert in intimate partner violence and its effects on victims. Additionally, Ms. Scaia has testified numerous times as an expert witness in criminal cases. There will also be MN prosecutors who will present on pre-trial and trial strategies in intimate partner violence cases with a focus on how to prosecute a case with a recanting victim.

Intimate Partner Violence Prosecution Training

September 4 - 5, 2019


Minnesota prosecutors can successfully hold intimate partner violence offenders accountable with a good working knowledge of all the legal options – including the use of expert witnesses to explain victim behaviors that are outside the common experience of jurors.  This two day training will cover charging, pre-trial and trial strategies including how to try a case with a recanting/minimizing/uncooperative intimate partner violence victim.  Melissa Scaia, Director of International Training for Global Rights for Women, and Meriel Lester, lead prosecutor of Stearns County’s Repeat Felony Domestic Violence Court, will help prosecutors increase skills to hold domestic violence offenders accountable while increasing victim safety, covering these topics:

  • Charging decisions
  • Understanding why victims recant/minimize
  • Use of domestic violence experts at trial
  • Impact of domestic violence on children
  • Confrontation/forfeiture by Wrongdoing litigation
  • Substantive admission of victim/witness statements under Minn. Rule 807
  • Obtaining and admitting medical records at trial
  • Minn. Stat. 634.20 relationship evidence
  • Sentencing concerns in intimate partner violence cases

This training is offered at low cost ($75 plus your own lodging on-site) by request following the high statewide interest in the MCAA's recent webinar on this topic.

The training will be capped at 100 participants.
