Moderators:

  • Nelson Bunn, Executive Director, National District Attorneys Association

Presenters:

  • Ashley Lippert, Executive Director, Interstate Commission for Adult Offender Supervision (ICAOS)

  • David LaBahn, President and CEO, Association of Prosecuting Attorneys

Together, the Interstate Compact for Adult Offender Supervision (ICAOS) and the Interstate Compact for Juveniles (ICJ) work to place individuals on probation or parole where they have the best chance for success through community supervision. Both compacts operate systems that facilitate the transfer of supervision from a sentencing state to a receiving state. Furthermore, the juvenile compact is the only legal mechanism for the return of runaway juveniles who have left their state of residence.

This webinar highlights interstate compact processes, which govern interstate transfers throughout the US. Both compacts have been adopted by all 50 states, as well as the District of Columbia and the US Virgin Islands. Puerto Rico has also adopted the adult compact.

This webinar provides an overview of interstate compact transfers and returns. We will discuss common objectives as well as the implications of compact rules and processes, to include issues of state compliance and liability, and participants will learn about the array of resources available to help states ensure they have a proper understanding when interstate cases arise. Finally, a practitioner’s perspective will be offered on the workings of the two compacts.

While the webinar is open to anyone interested in the workings of adult and juvenile supervision across state lines, the target audience consists of (1) state and local prosecutors and (2) those in the state attorney general community who represent the courts, correctional services, and state police.(If receiving this announcement at a state attorney general office, please ensure that it is forwarded to the relevant divisions.)

No CLE will be offered for this webinar. A recording of this webinar will be posted to , NAGTRI's wiki, following the conclusion of the webinar.
