he Minnesota legislature during the 2017 session provided funding to the MN Judicial Branch and the MN Bureau of Criminal Apprehension for the purpose of making Harassment Restraining Orders (HRO) available to law enforcement within the BCA’s Hot Files and NCIC. The goal was to improve the safety of protected persons and improve enforcement of HRO violations by making the HRO available within Hot Files. This session will cover enhancements implemented in 2019 and how it affect’s petitioners, court staff, advocates and law enforcement. Along with the funding, the legislation also provided the ability of law enforcement, corrections staff and probation agents to serve respondents by short form notification. This increases the number of orders served, enhancing the safety of the protected persons.

An attendance certificate is available upon request. A CEU credit unit is available under the Minnesota Board of Social Work and the Board of Behavioral Health and Therapy.

Melia Garza, MS
Domestic and Sexual Violence Analyst @Minnesota Judicial Branch
: Melia Garza is the Domestic and Sexual Violence Analyst at the Minnesota Judicial Branch. Melia has worked in the anti-domestic and sexual violence fields for 15 years including providing victim advocacy as well as leading statewide systems change initiatives. In her current role, she provides subject matter expertise on Branch projects involving sexual or domestic violence cases, facilitates training opportunities for judges and court staff, and acts as a liaison with external justice partners. Melia is a graduate of Carleton College and has a Master’s of Science in Criminal Justice from Metropolitan State University.
Gary Kalstabakken
Product Manager, BCA; Former Police Chief - Rosemount, MN Police Department and FBI Academy Graduate @Bureau of Criminal Apprehension
Gary Kalstabakken is a Product Manager at the MN Bureau of Criminal Apprehension – MN Justice Information Services. As a Product Manager, he serves as a liaison between the BCA and criminal justice agencies to promote awareness and understanding of MNJIS products and services that deliver criminal justice information to the agencies. He advocates for changes that will improve the manner that information is provided to agencies. Gary’s prior experience includes 30 years in law enforcement, including 14.5 years as the chief of police in Rosemount, MN. He is a graduate of St. Cloud State University and the FBI’s National Academy.
